The Foreign and Commonwealth Secretary sent the Prime Minister a minute on 16 September (Ref: PM/77/96) about the position reached in the negotiations over the Multifibre Arrangement, with particular reference to the
problems for Hong Kong.
The Prime Minister 'is generally content with the course of action proposed by the Foreign and Commonwealth Secretary, subject to the views of the other Ministers concerned. The Secretary of State for Trade should know that the Prime Minister has commented, in respect of his forthcoming discussions with the Governor of Hong Kong, that we should not take everything the Governor says at face value. He always fights hard.
I am sending a copy of this letter to the Private Secretaries to members of EI Committee, to the Secretary of State for Overseas Development and to Martin Vile
(Cabinet Office).
