Ministers have now agreed to your return. However,
the problem of timing remains.
2. The Commission have not yet produced their breakdown
of quotas to be put to individual supplying countries.
Without this we can neither confirm officially what Tran
told you in Hong Kong nor see what quotas are to be
offered to other suppliers. The Commission are now
expecting the breakdown to be ready some time latenext
week, but we still cannot be sure of this.

The Secretary of State will be in New York for the
whole of next week and is not available on 23 September.
