HONG KONG AND THE MULTIFIBRE ARRANGEMENT

The Governor of Hong Kong awaits a reply to his tel no 938.
The PUS has undertaken to reply on 20 or 21 September. The point
at issue is when the Governor should be recalled for talks on the
new EEC/Hong Kong Bilateral Textile Agreement. In practice, he
could not now reach London before Friday 23 September, assuming
the PUS contacts him today.
BACKGROUND AND ARGUMENT
2. The background to this problem is in my submission of 12 September
AX and the minutes thereon. The Secretary of State minuted to the

Prime Minister on 16 September, copying to his relevant Ministerial
colleagues. The Prime Minister and Mr Dell have approved the
proposal to recall Sir M MacLehose and Mr Dell can see him early
next week but not at the end of it. The Governor has said he would
be available in the second half of this week or the first half of
next week, with a preference for the latter. But in his letter of
3 September he said he wished to see the Secretary of State, who will
be in New York for the Security Council next week and is not
available on Friday 23 September.
3. The crucial Commission break-down of textile quotas to be
offered to individual supplying countries is not yet ready and is
unlikely to be so much before the end of next week.
