of 12 September suggested that there might be advantage in the

Governor of Hong Kong calling directly on the Commission, if it

2. I have spoken to Mr Elliott of UKREP Brussels. UKREP see no

objection to the idea and indeed much prefer it to the suggestion

in the submission that Sir D Maitland should take the initiative

of making a call on Davignon to go over Hong Kong's case. They

believe that such an initiative could weaken the credibility

of our overall position on the issue of textile penetration into

the Community. On the other hand Mr Elliott accepted that given

our responsibilities for Hong Kong it would be appropriate for

Sir D Maitland to accompany the Governor in any call.

3. I attach a draft telegram to UKREP Brussels and a draft telegram

for Mr Murray to send to the Governor.
