I attach a draft bried for Tuesday's meeting. I have discussed the line to take with Mr Farry and Mr Stern and they are in broad agreement.
2 I understand from Mr Farry that it is most unlikely that we will see the Commission proposals for products not under global ceilings before the meeting. Tran has been expressing further thoughts in the Working Group about ways of giving Hong Kong annual growth overall. But his figures still do not seem to add up and in any case the Commission has not finalised its own proposals.
