HONG KONG AND THE MULTI-FIBRE ARRANGEMENT

The Governor of Hong Kong will be calling on the PUS at

11.15 a.m. on Monday 26 September; and on Mr Judd and Lord Goronwy

Roberts at 4.30 p.m. on the same day in order to discuss the

prospects for the negotiation of a new EEC/Hong Kong bilateral

agreement on textiles. The Governor will also be seeing Mr Dell

at 10 a.m. on Tuesday morning, 27 September. I attach the

programme for the Governor's visit as it stands at present;

we do not yet know whether, as we have suggested, the Governor

will be going to Brussels to talk to the Commission.

The Governor will be accompanied on his visit to London

by Mr Dorward, Acting Director of Trade, Customs and Industry.

He has also asked that Mr Webb-Johnson, the Assistant Hong

Kong Government Commissioner in London responsible for commercial

matters, should be present at his meetings. I would like to attend

the meeting with FCO Ministers, together with Mr Stern from my

department. Mr Stewart, Head of HKGD, who will be going to Hong

Kong in three weeks time, has particularly asked that he should be

able to sit in.

I submit a brief for the talks with the Governor. HKGD concur.

I draw particular attention to the Prime Minister's comment that in

talking to the Governor we should not take everything he says at face

value since he always fights hard!
