Hong Kong the overwhelmingly dominant supplier of textiles and clothing to the Community - can and will most effectively look after her own interests and needs no help from us. I would therefore hope that, if an approach to the Commission seems to the Governor to be essential for the purpose of demonstrating in the colony that he has made a personal effort on Hong Kong's behalf, then that approach would be made by the Governor himself, and not by Sir Donald Maitland.
