Multifibre Arrangement
It may be worth setting down for the record that the Secretary of State saw Mr Dell's minute of 23 September and Mr Varley's letter of the same date. He agreed with Mr Dell that the Governor should be persuaded to present his own case to the Commission, and with Mr Varley's point that if Sir D Maitland spoke to Commissioner Davignon this would be taken as the UK pressing Hong Kong's case, which would undermine our firm stance hitherto on the multifibre arrangement and bilateral restraint agreements.
