V. LIST OF SUPPLIER COUNTRIES WITH WHICH AN AGREEMENT OR A
BILATERAL ARRANGEMENT WILL BE SOUGHT
THE COMMUNITY WILL SEEK AGREEMENTS OR BILATERAL
ARRANGEMENTS WITH THE COUNTRIES LISTED IN ANNEX I TO THIS
DOCUMENT. THIS IS ON THE UNDERSTANDING THAT:
THE COMMUNITY WILL NORMALLY AGREE TO REQUESTS FOR NEGOTIATION MADE BY SUPPLIER COUNTRIES ON THEIR OWN INITIATIVE:

THE COMMUNITY WILL NOT INSIST IF ONE OF THE SMALL SUPPLIER COUNTRIES LISTED UNDER 3. IN ANNEX 1 (WITH THE EXCEPTION OF THE PHILIPPINES) IS NOT PREPARED TO NEGOTIATE.
VI. STRUCTURE AND SUMMARY CONTENTS OF THE AGREEMENTS ENVISAGED
THESE ARE LISTED IN ANNEX 11 TO THIS DOCUMENT.

PROBLEMS RELATING TO THE NEGOTIATING DIRECTIVES
RESTRUCTURING OF THE GENERALIZED SYSTEM OF PREFERENCES
ALL SUPPLIER COUNTRIES WILL HAVE TO BE CONTENT WITH MARKEDLY
SMALLER GROWTH RATES THAN IN THE PAST AND SOME OF
THEM MUST ALLOW FOR SIGNIFICANT REDUCTIONS IN THE VOLUME
REACHED BY THEIR EXPORTS IN 1976: IT IS RECOGNIZED THAT
ACCORDINGLY IT MAY WELL PROVE ESSENTIAL FOR THE SUCCESSFUL
OUTCOME OF THE NEGOTIATIONS THAT THE COMMUNITY STATE THAT IT
IS CONSIDERING RESTRUCTURING ITS GENERALIZED SYSTEM OF
PREFERENCES AS APPLICABLE TO TEXTILES, SUCH RESTRUCTURING BEING NECESSARY IN ANY CASE IN VIEW OF THE RENEWAL OF THE MEA.
THE COMMISSION COULD INDICATE THAT THE NEW SYSTEM WILL
NORMALLY BE RESERVED FOR MFA MEMBERS AND FOR COUNTRIES
WILLING TO ENTER INTO COMMITMENTS SIMILAR TO THOSE RESULTING
FROM THE NEW MFA. THE NEW SYSTEM WOULD RESULT IN A
