PARAGRAPH 4(11) OF YOUR TELNO 1376. ON COTTON YARN GOLDSMITH SPOKE

AS INSTRUCTED. THE IMPLIED OFFER TO CONSIDER THE TERMS OF A FRESH

DEAL DID NOT, HOWEVER, EVOKE ANY RESPONSE FROM OTHER DELEGATIONS,

ON THE NEED FOR FIGURES GOLDSMITH NOTED THE COMMISSION'S

STATEMENT THAT ESTIMATES WERE BEING PREPARED, AND URGED THAT MEMBER

STATES MUST BE ABLE TO EVALUATE THESE FIGURES BEFORE THE BILATERAL NEGOTIATIONS WENT AHEAD. SCHEER, DREW ATTENTION TO HIS POINT (IV) AS OFFERING A POSSIBLE SOLUTION TO OUR CONCERN, WHICH HE UNDERSTOOD.
