Forestalling

The obligation for participating countries to afford full and rapid opportunity for bilateral consultations and negotiations under the MFA should be unequivocally reaffirmed.

In any event, in order to avoid problems caused by delays, deliberate or otherwise, the Community urges that in each case of a request for consultations or negotiations it is the date of that request which determines the period of reference calculated in accordance with the relevant provisions of Annex B.

Conditions to be applied to members of the MFA which are not Contracting Parties to the GATT

Additional requirements will continue to be demanded (in conformity

with Article 13(2)) from members of the MFA which are not parties

to the CATT so that these countries do not obtain treatment more

favourable than that accorded to Contracting Parties with a

comparable level of development and a similar economic structure,

having regard to the provision of the GATT including its annexes

and protocols.

'Rights and duties of newly acceding countries

A realistic and equitable treatment as regards the rights and ·

obligations of possible new parties to the MFA should be ensured,

by analogy with the, treatment accorded in the past to the original

members of the MFA.

Textiles Surveillance Body

The Community shares the doubts expressed as to the operation of

the TSB. The principal function of this body is to facilitate

the settlement of disputes by means of conciliation between the

parties, respecting the provisions of the MFA and following

the consensus principle.
