1. Mr Cortazzi asked me to deal with Mr Jenkins' submission of 12 September. I have sent it forward, endorsing the proposed line of action and stressing that, if Hong Kong has to swallow bitter medicine, Sir M MacLehose needs to show that he has done his best on the Colony's behalf.
2.
However, I was a little unhappy about the draft minute to the Prime Minister and with the participation of Mr Stern of EID(E) I have produced a redraft, which is the form in which it will go forward to the PUS.
