countries could make use of in other areas where the Community had interests to defend.
To sum up, it is therefore for the Council:
(a) to arrive at a joint position on the scope to be given to
the concept of stabilization and, once this question has been settled,
(b) to take a decision on the method the Community should follow
to solve the problem of cumulative market disruption.
