Subject: Renewal of the Multifibre Arrangement
Report following the Permanent Representatives Committee's discussions on 29 April 1977

At its meeting on 8 March 1977, the Council agreed on the negotiating directives and statements for the minutes contained in S/399/77 (COMER 76) which cover most of the problems arising
as regards renewal of the Multifibre Arrangement.
However, at that meeting there was an understanding that agreement would become final and the Commission could initiate the negotiations in Geneva only when the last remaining problem had
been settled. This was the problem of cumulative market
disruption which arose for certain highly sensitive products for which the Community market was marked by a particularly high level of penetration by all imports from both certain large supplier countries and an ever-increasing number of lesser exporting
countries.

Acting on the Council's instructions delivered at its meeting on 5 April 1977 and in the light of the discussions held by the Council the Permanent Representatives Committee re-examined this
problem on several occasions.
