4. Re 11(ii):
The German delegation assumes that:
the pre-conditions for any application of Article XIX GATT will be as restrictive as possible,
the possibility of restrictions will be limited to a small number of products,
a careful investigation will be made as to whether the objectives sought by the Community have indeed not been attained,
- Article XIX GATT will on no account be applied before
1 January 1978,
any application of Article XIX GATT will not be for an indefinite period of time, but will be reviewed at the latest after one year of application to see whether it should be retained.
D. Statement by the French delegation
Re paragraph 11(ii):
The French delegation considers that the central feature of these terms is that the Community will definitely have recourse to safeguard measures if the agreed objectives have not been attained by the end of 1977; this is how it interprets paragraph 11(ii).
