ANNEX III
A. Joint statement on the last subparagraph of paragraph 2(ii)
In instances of high-import penetration levels on regional markets of the Community such instances are to be identified according to the same criteria as are applied at Community level solutions to ensure stabilization similar to those provided to cope with Community-wide cumulative disruption will be adopted.
NB:
the Netherlands delegation said that the levels of penetration reached on its market by the following three products met these criteria: men's coats, women's coats and socks;
the Commission said that if examination revealed that the criteria were indeed met the same solutions would be adopted for the products in question as were followed to cope with Community-wide cumulative market disruption.
B. Statement by the Commier on
re "Outlines of the introductory statement", point 6, penultimate paragraph:
In accepting the substitution of the phrase "not be possible for to be invoked" for "will not be invoked", the Commission made it clear that this change in no way affected the strategy of obtaining the agreed results without necessarily requiring the text in Annex B to be amended.

Should it prove necessary in view of the progress of negotiations in Geneva, the German delegation reserves the right to raise certain points in the negotiating directives for discussion within the Community.
The German delegation assumes that the overall draft under examination contains a revision element which will enable corrections to be made if actual developments deviate substantially from those anticipated.
3. Re 2(ii):
The German delegation assumes that these measures will
be taken by means of Community legal instruments.
