1. Mr Jordan was critical of the attitude of the Departments of Trade and Industry and suggested that Hong Kong was being unfairly treated. He spent much of his time however trying to justify the point made in paragraph 11 of Hong Kong telegram No 131. I said that we accepted that economic growth was important for Hong Kong but I frankly did not believe that the kind of restrictions on imports of Hong Kong textiles which might emerge could significantly effect economic growth.
