In recognition of the need for special treatment for oxports of textile products from developing countries, the criterion of past performance shall not bo applied in the establishment of quotes for their oporta of products from those textile sectors in respect of which they rawo now outruts in the merkots concerned and a higher growth rate shll be accorded to such exports, having in mind that this spucial truntaunt should not cause undue prejulico to the interests of established suppliers or create serious distortions in oxisting patterns of trade.

Participating countries shall not, as far as possiblo, maintain restraints on trade in textile products originating in other participating countries which are imported under a system of temporary Juportation for re-export after procusting, subject to a satisfactory syntch of control and cortification.

6. Consideration shall be given to special and differential treatment to re-imports into a participating country of textile products which that country han exported to another participating country for processing and subsequent ro- importation, in the light of the special nature of such trade without prejudico to the provisions of Articlo 3.
Articlo 7
The participating countries shall take stops to ensure, by the exchango of information, including statisties on imports and exports when requested, and by other practical means, the effective operation of this Arrangement.
Article 8
1. The participating countries agree to avoid circumvention of this Arrangement by tram-chipiunt, re-routing, or action by non-perticipants. they agree on the meatures provided for in this Article.
