14. The same representative of the Staff Council who had addressed the Council in March then spoke briefly to express the staff's gratitude to the Director-General and those others who had tried to help and to deplore the Contracting Parties' inability to agree, given that the Common System was so unmanageable and unsatisfactory. The staff were however confident that the resultant damage to their morale would be repaired, in which connection they would have other demands to present, notably in relation to the pensions and con- sultation procedures.
Item 9: Working Party on Trade with Hungary
15. It was agreed to set up the working party required to conduct the second annual consultation provided for in the Hungarian Protocol of Accession.
Other Business
16. (i) Greece reported having reached a settlement with Austria
over the unbinding of her duty on fireproof materials.
(ii) Sweden requested authority under Article XXVIII.4 to enter into re-negotiation with a view to modifying her bound duties on beer. This as a consequence of new temperance policies adopted by the Swedish Parliament. For the Community (as the principal sup-- plier, essentially on account of Denmark) Luyten took note, promised to study, understood the urgency, but would prefer to revert to the question at the next Council. This was agreed.
(iii) Luyten introduced the Community's Agreements with Egypt, Jordan, Syria and Lebanon as manifestations of the Community's Mediterranean, developing country and Arab policies, pointing out that no reciprocal treatment for Community exports was involved. was agreed that the Council might revert to the question if it felt the need when the texts were available.
(iv) Barthel Rosa (Brazil) was installed as Chairman of the Papua New Guinea/Australia Working Party.
