to do in connection with the delegation's proposed visit. Mr Stern offered as his opinion that arrangements should be made for the delegation to see Mr Meacher, who would expound the protectionist approach, Sir Peter Carey and Lord Goronwy- Roberts. Mr Stern told Miss Lowne that provided the delegation saw Mr Meacher he did not think it would be necessary to produce a DOI minister. When I told Mr Stern that we were thinking of trying to put off the delegation he said that he was quite sure that this would be welcome to the DOI. The DOT have already said that they are opposed to a visit (paragraph 3 of Mr Duffy's minute).
3. Mr Bacon, whom I have consulted, tells me that Lord Goronwy-
Roberts would be free between 20 and 24 June to see the delegation, if we thought it was really necessary for him to do so. Mr. Bacon was, however, pleased to learn that we were
of lyn thinking to put off the delegation.
