1. I am sorry to be so long in replying to your letter CR/EIC 1000/20/20 III of 11 May, but I wished first to ensure that you received a reply to your letter of 7 April to
Sir Peter Carey since your letter to me covered much of the same ground and it is the DOI who are primarily concerned with the MFA.
2. You will by now have received Sir Peter Carey's letter dated 27 May and the Governor has, no doubt, shown you the confidential letter which Donald Murray sent to him on 20 May outlining the state of play on the MFA.
3. In the light of these two letters it would, I think, not serve any useful purpose for us to enter into a discussion of the nuances of your speech in LegCo. You will have a hard furrow to plough at Geneva but, as Sir Peter Carey said, you and your team will present your case with your usual vigour and skill.
For my part I see my task as trying to ensure the maximum support possible for your case in Whitehall. This I shall do.
