1. With reference to your letter dated 26 May 1977, after consultation with other departments in the Foreign and Commonwealth Office and with the Insurance Division of the Department of Trade,
agree with your view that it would not be desirable for Hong Kong to join the A.R.C.
2. You should accordingly advise E.S.C.A.F. that you are not at present able to join the A.R.C.
