The Second Round-Table Meeting, which was attended by insurance commissioners or senior officials representing the insurance industry in 12 ESCAP developing countries, in noting the work done by the Preparatory Committee, recommended that steps be taken by the Governments to establish ARC as soon as possible, at an intergovernmental level, with its head office in Bangkok, and that the necessary steps be taken by the secretariat to communicate its recommendation to the Governments for the speedy implementation of the project. The Meeting also envisaged that the signing ceremony of the Agreement be held during the forthcoming thirty-third session of the Commission, to be held at Bangkok from 20 to 30 April 1977.
Accordingly, I am communicating to your Government, for considera- tion and decision, the recommendation of the Second Round-Table, which is contained in the enclosed report, together with the text of the Agreement Establishing the Asian Reinsurance Corporation and three protocols, finalized by the UNCTAD secretariat in consultation with the Legal Department of the United Nations on the basis of the decision taken at the Second Round-Table Meeting. The Agreement will be ready for signature by interested Governments in the course of the thirty-third session of the Commission. I shall be grateful if you will kindly advise me at your earliest convenience whether your representative will be in a position to affix his signature to the Agreement during the Commission session and, if so, the precise time and date, so that the necessary arrangement may be made for the purpose.
