He pointed out that the lack of normal democratic institutions in Hong Kong did not mean that there was a

lack of consultation. There was a whole network of advisory boards etc in Hong Kong which constantly appraised and advised on Government actions. He suggested that whilst this was so, the members of these boards etc tended to be drawn from a limited stratum, to which Mr Haddon-Cave

replied that membership of boards was drawn from people familiar with the subjects on which advice was required. The Govem or was, however, aware that wider representation in certain fields was necessary and he had, for example, broadened the representation in the Legislative Council.
