surpluses (or deficits for that matter) due to failure to spend (or failure to control spending) are quite another. Except in 1974-75 our record in respect of expenditure control in recent years has been commendable, but we have not met approved limits of expenditure on some votes in the past two years and we should all - Officials and Unofficials alike be concerned to do better this year.
