Mr. Smith said that he had discussions on the report with CS in particular on the question of dividend withholding tax. Mr. Smith said that the FCO's view was one of sympathy as to what further action could be pursued.

Mr. Smith said that he had discussions with SMA and C of B on two aspects in the report, namely the evolution of the exchange fund into a central monetary authority and greater competition in the banking sector
13.
Mr. Smith said that current plans were for another visit to Hong Kong by an FCO senior economic adviser in the autumn of 1978.
