HONG KONG: BUDGET 1977/78"

I have today sent you the speech by Mr Haddon-Cave on the 1977/78 budget, together with supporting documents.
2. The budget is likely to be one of the main subjects discussed during the coming visit by Messrs Murray and Stewart to Hong Kong. I have already prepared a brief on the basis of the advance information sent by the Governor and the Financial Secretary and I attach a copy. This brief may have to be amended in the light of the Financial Secretaryßs budget speech.
3. I should be grateful therefore if you could let me have your thoughts on the budget speech by close of play on Thursday 10 March in order that I can incorporate these in the brief for Mr Murray who is due to leave for Hong Kong on 15 March.
