Head 72-Public Works Non-Recurrent: Engineering
Of the 223 subheads in the printed estimates there were 56 where the printed estimate was 'nil' and no expenditure was incurred during the year and 2 where actual expenditure was exactly equal to the amount provided. Of the remainder, 127 recorded savings and 38 were overspent. Total savings amounted to $141,845,010 and the total overspent, $33,379,246 was covered by supplementary provision amounting to $45,372,700. Six new subheads were opened during the year with supplementary provisions totalling $5,440,000 of which $4,387,185 was spent. Eight subheads accounted for more than one-half of the gross savings on the printed estimates, these were: 'Clear Water Bay Road development' ($11,449,966 or 50.5%) due mainly to delay in the commencement of the contract for stage III; 'Incinerator at Kwai Chung' ($7,534,660 or 27.9%) due largely to contract prices being lower than anticipated, delays in delivery and delays in site work; 'Kowloon Canton Railway-Hung Hom- stages II and III' ($12,984,488 or 30.3%) due partly to delay in submission of bills and partly to delay in the completion of the works; 'Pokfulam Road/Connaught Road West Link-site investigations, design and land acquisition' ($16,028,235 or 99.8%) because of an agreed reduction in requirement which is likely to lead to an amendment in the scope of the resumption; 'Waterloo Road/Prince Edward Road/Boundary Street, interchange improvements' ($6,411,601 or 40.3%) because of the deletion of the Prince Edward Road Underpass from the contract; 'Airport tunnel road-Kowloon Bay reclamation to Kwun Tong Road, stage I (site investigation and ground level road works)' ($5,928,400 or 98.8%) due to delay in the commencement of the works; 'Kwun Tong Road/Hip Wo Street-grade separated intersection' ($6,081,822 or 76%) because of delay in the com- mencement of the work, delay caused by the diversion of a water main and a lower than anticipated contract price; and 'West Kowloon Corridor Stage I-elevated road-Gascoigne Road to Tong Mi Road' ($7,614,475 or 41.8%) due mainly to tenders for both the foundation and superstructure contracts being much lower than anticipated and delay in commencement of these contracts. The six largest excesses on subheads appearing in the printed estimates were as follows: Airport 'Extension of runway' ($4,294,119 against a nil provision) because the project estimate was increased to cover expenses due to extension of contract time and to include additional works and consultants fees; Airport 'Surfacing for air cargo complex' ($2,519,589 or 28%) and 'Airport tunnel road, Mok Cheong Street to Kowloon Bay reclamation' ($3,486,575 or 10.7%) due to accelerated progress of contract works; 'Clear Water Bay Road/Kwun Tong Road-grade separated intersection' ($5,586,755 or 651.9%) because the approved project estimate was revised during the year to include additional works; and 'Tai Wor Ping and Pipers Hill interchanges' ($2,195,815 or 107.1%) and 'Lung Cheung Road/Nam Cheong Street Extension-grade separated intersection' ($2,182,219 or 43.6%) because some expenditure which had been allowed for in 1974/75 was deferred until 1975/76 due to re-entry of these ex-Paul Lee contracts.
Head 73—Public Works Non-Recurrent: New Towns and Public Housing other than Housing Authority
There were 116 subheads in the original estimates including 25 with a 'nil' estimate on which there was no expenditure during the year. On the remaining 91 subheads expenditure was less than the estimate in 68 cases, exactly the same as the estimate in one case, and exceeded the estimate in 22 cases. Total savings amounted to $165,701,200 and the total overspent, $22,384,885, was covered by supplementary provision amounting to $39,124,286. Five new subheads were opened during the year with supplementary provisions totalling $1,186,000 of which $400,406 was spent. Ten subheads accounted for more than 60% of the gross underspending on the printed estimates. These major savings occurred under: 'Chai Wan Housing Authority estate, Area 6' ($13,401,395 or 63.8%) due to tender prices being lower than anticipated, delay in commencement of works and delay in provision of power supply to site; 'Shun Lee Tsuen Housing Authority estate-Stage I' ($15,831,100 or 79.2%) because tender prices were lower than anticipated and there was a structural design revision together with delay in obtaining possession of the site; 'Lai King Housing Authority estate' ($6,590,446 or 17.3%) because final accounts and overall fluctuation payments were smaller than anticipated; 'Kwai Chung development site formation, roads and drainage for Ha Kwai Chung estate' ($5,042,215 or 27.5%) because of delay in calling for tenders for the roads and drainage contract and delay in construction of the road structure; 'Tsuen Wan North development Stage I' ($6,730,306 or 71.6%) largely because of delay in commencement of the Shing On site formation contract and the Cheung Pei formation contract due to design changes; 'Shatin New Town- Stage I phase I' ($5,804,180 or 33.7%) mainly because of inability to settle outstanding compensation payments within the financial year, lower contract prices than anticipated and slow progress on contract work; 'Shatin
