Budhist Hospital fees will be reduced by one-half. As a district hospital,
it will be subvented on a deficiency grant basis which allows closer super-
vision by th. Government and it will admit, in addition to convalescent
patients, patients referred direct from Government clinics and out-patient
departments.

Subhead 114 Fok Ci Hospital

The Pok Oi Hospital is subvented on a discretionary cost-per-bed
basis in respect of 142 acute and 20 non-acute beds. Being in the New
Territories, it is removed from the urban area where the full range of
hospital facilities are readily available.

1974-75 is in line with increases at other subvented hospitals and
in government hospit:ls, and is not in itself exceptional.

Services
Owing to the lack of manpower and the considerable time required
(estimated to be two years) to set up a proper corting system and to ascertain
a retic of staff to beds for subvented hospitals, it has not been possible
to initiate such an exercise. The Director of Medical and Health
exercises the usual degree of supervision over the Hospital as for other
subvented hosritals on discretionary grant. He is satisfied that, taking
into account the Hospital's location where adequate maternity facilities
do not exist, it is in the public interest to subvent these beds.
It is
also very difficult to separate obstetric from normal maternity cases.
39.
Regionalisation of hospital facilities will come into effect
in April 1977. In this context, consideration is being given to subventing
Fok Oi Hospital on a deficiency grant basis. This will enable the Government
to exercise a closer supervision over the hospitals activities and eventually
help to resolve its problems.
