has held up further refunds pending amendment of the Regulations. The

amount already refunded to applicants will be written off.

When the departmental reception centre was converted back

into a departmental quarter for the temporary occupation of the then

District Officer, Tuen Mun, the intention was that the house should

be used as a place of abode and as a place to meet and entertain local

dignitaries by the District Officer, Tuen Mun and occasionally by the

District Officer, Yuen Long who did not live in his own district. It

was on this basis that the Secretary for the New Territories agreed to the

soft furnishings being left in situ for use by the temporary occupant.

The recommendations of the working party referred to in paragraph

30 were accepted by Finance Committee on 24th November 1976, when it was

agreed to implement the formula price adjustment system in respect of civil

engineering contracts, subject to six monthly review.

Following the audit inspecti n referred to in paragraph 40,

the consulting engineers have increased the frequency of spot checks.

In the special case referred to in paragraph 1, the ex-gratia

settlement took the form of a supplemental agreement introducing a price

luctuation provision in respect of certain items after allowing for the

increases the contractors could reasonably be expected to have allowed

for when tendering, that is to say on the same basis as the consultants
