UNGER' RESEARCH PROJECT: APPLICATION TO SSRC

1. With reference to your minute dated 26 April 1977, we spoke on the above project and I showed you Drace-Francis' personal letter to Derek Milton of 22 April in which Drace-Francis pointed out the possibility of difficulties if Unger was told that the Hong Kong Government objected to the proposed research - which we understand they would certainly do because of Mrs Unger's contact with the revolutionary Marxist league in Hong Kong.
2. I would prefer that our reply to the SSRC should be to the effect that we do not think that the project has sufficient priority to be awarded a research grant but if we are bound to reply to the questions raised by the SSRC then I suggest the following amendments to your draft:-
Faras 1 & 2 - delete the first two sentences. After "However
insert "if he is not a British citizen".

delete fifth sentence. Substitute "It will therefore be necessary at some stage to consult the Hong Kong Government".
delete the second sentence and substitute "This paper is based on interviews with a dozen village residents who emigrated to Hong Kong. Ten of them are educated youths from the city of Canton who are not native to the village and are therefore not a representative sample of villagers. Any extension of the research as proposed is not supported by the FCC. None of the further objectives are of sufficient weight to warrant further expenditure".
Mrs Kelly of OD has told me that CDM have already been approached simultaneously by Unger for a grant but ODM have turned this down on the grounds that it does not have sufficient priority. This, I think, should be taken into account in your reply to the SORC
