presumably high, of the interviewees, the degree of bias expected and of consequent corrective action the applicants propose to take does not encourage confidence in the results. Unfortunately, there does not seem to be any prospect of the Chinese Authorities cooperating in such a project. There must therefore be a question whether the relatively high cost - £29,000 is justified. The FCO note that the ODM have rejected the application for their support mentioned in paragraph 19 of the application.
