TELECOMMUNICATIONS EQUIPMENT IN DEPENDENT TERRITORIES
1. Your minute of 9 March refers.
2. As you and the ODM know, Hong Kong is not generally regarded as an aid-worthy territory in terms of the ODM's criteria. There are two on-going aid projects at present, which involve the supply of equipment to the Hong Kong polytechnic and four technical institutes,but, clearly, telecommunications equipment will not be involved. There is no other aid project of any sort under consideration in Hong Kong and the answer to the Minister for Overseas Development's enquiry,so far as Hong Kong is concerned, mat be that there is no prospect of aid-financed telecommunications equipment being ordered.
3. It will not make any difference so far as the position of Hong Kong is concerned, but it occurs to me that you may wish to include COD in the departments to be consulted before replying to the ODM.
