CONSULTANTS AND CAPITAL AID PROJECTS
The Projects Committee have been reviewing the arrangements whereby, under capital aid, recipient governments engage consultants for the design and construction stares of projects. They have been considering the basis for calculating consultants fees and whether, in some circumstances, the ODM should engage consultants direct.

The Committee have asked for information on current and envisaged capital aid projects under which consultancy services are included. Unfortunately, the information is not available within CMCD, nor has it been possible to obtain it from other sources and therefore, I regret, I must seek your assistance. It relates to projects for which consultants (A) have been engaged during 1976/7 and (B) are expected to be engaged in 1977/78.
3. The kind of information required is indicated in the attached Table A, which has been compiled by OMCD and Engineering Advisers, so far as they are able. I would be glad if you would arrange for both Table A (existing projects which should include any approved by Posts under delegated authority) and Table B (new projects) to be completed in respect of your countries. Spare copies are enclosed for this purpose.
4. In the Remarks column it would be helpful to know (a) whether the choice of firm, fee basis and terms of reference were cleared with ODM; and (b) whether the consultants' legal liability for the design of the project is covered.
