was that we should set aside initially some 5% of the bilateral

aid programme (at present £25 million) for projects of particular

commercial and industrial interest to the United Kingdom

(paragraph 28). Your attention is specifically drawn to Part II

of the Report (paragraphs 4 7), which discusses the balance

between commercial and developmental considerations in administering

the aid programme.

3. In due course you will be receiving detailed instructions on

the implementation of the Report's recommendations and in

particular on the operation of the £25 million set aside from

within the aid programme for projects of particular commercial

and industrial interest to the United Kingdom. The Report is

therefore being sent to you for information only at this stage.

It is not intended to disclose the existence of the Report or

its recommendations. You should therefore be careful not to

refer to it in discussions with any outside parties in particular

recipient or donor governments, representatives of British firms

or the Fress.
