1. Before the Main Estimates exercise begins in September Treasury approval must be sought for all bids. Departments are therefore requested to submit letters to Treasury, through Finance Department and in accordance with the detailed instructions contained in OPII B4:03 as soon as possible but not later than 16 September.

Explanations of bids for Regional Technical Cooperation (including supplementation) and "Other Sundry Services" however should be sent in minute form to Mr Tilley and Ms Ware respectively. These will be collated in Finance Department and a letter justifying the composite bid sent to Treasury (see OPIIB 4.03.5). It is essential especially on Regional Technical Cooperation that Departments explanations of their programmes should be comprehensive, drawing attention to major areas of expenditure and signifcant variations from last year's bids. Appropriations in Aid involved in this exercise and estimated receipts in respect of Pay T/C should be identified.
3. In accordance with Mr Fry's circular mimte of 5 August Departments should use the Aid Framework dated 24 June 1977 (in the bottom right hand corner of the sumary page) and circulated to Assistant Secretaries under cover of JAPC(77)16, as amended by any approved claims on contingencies.
