We agree that the exact point of Mr Newen's question is unclear, but are inclined to doubt whether dependent territories as such are his chief concern. His use of the phrase "East of Suez" may indicate that he is chiefly interested in British defence involvement. Mr Newens has in the past, for instance, shown interest in British policy towards Oman, CENTO, ASEAN and Diego Garcia.

I doubt whether the Ministry of Defence could accept this Parliamentary Question as it stands, but it might be appropriate for Defence Department to coordinate the reply on the assumption that politico-military matters will form a substantial part of it.

On the assumption that you and copy-addressees agree that we should take this question on, I attach a suggested draft answer and points which might be covered in material for supplementaries. I should be grateful if Departments could let me have comments on the draft answer, material for supplementaries on the points indicated and on any others which they consider should also be covered, by noon on 22 February.
