We were tasked in Reference A to prepare an agreed draft for CDS to send to CBFHK in reply to is letter (Reference B) reporting on the first year of operation of the Defence Costs Agreement. CBFHK attached to his letter copies of an exchange of correspondence with HE the Governor.
