You might like to see Mr Cousins' letter of 9 June containing the MOD's comments on Hong Kong telegram no. 500 and on Sir M MacLehose's letter of 18 May.
2. Mr Cousins' letter is encouraging from Hong Kong's point of view since it contains an assurance that the MOD would accord "a high priority to a current reinforcement situation". The MOD also accept that the Governor should continue to be kept informed of progress in the Brunei negotiations. Your letter of 14 June to the Governor, enclosing a copy of FCO telegram no. 115 to Brunei, has served to Bring him up to date and I do not suggest that any further action vis-à-vis Hong Kong is necessary at present.
