BRUNEI NEGOTIATIONS
1.
At Lord Goronwy-Roberts' meeting on 22 September, the Minister of State instructed the Department on the lines to be taken in dealing with the latest message from the Sultan of Brunei.

As agreed at that meeting, I now submit:
(i)
(ii)
A draft minute from Lord Goronwy-Roberts to the Secretary of State.
A draft minute from the Secretary of State to the Prime Minister, copied to members of DOP.
(iii) Telegrams to Brunei, containing the text of a draft
message from Lord Goronwy-Roberts to the Sultan, with Annexes.

A draft telegram to Kuala Lumpur, with a message froM Lord Goronwy-Roberts to Mr Malcolm MacDonald. Draft telegrams to Kuala Lumpur, Singapore and Canberra, instructing our High Commissioners to give their host Governments a brief account of developments.
Lord Goronwy-Roberts said that he himself would be informing Mr Fletcher-Cooke in general terms of the lines of his reply, seeking to persuade him that we were serious about trying to meet the Sultan's genuine concerns, but that we were also serious about the need to move quickly towards signature of a new Treaty.
