ARMY EXERCISES OVERSEAS 1978/79

Several desk officers have complained to Major Peter Hill of DS6 in MOD that they have not been consulted on Army collective training events taking place in their particular countries.

2. He has now sent me a list of proposed overseas exercises outside Western Europe for 1978/79. I attach at Annex C a list of these exercises, with the letter "R" inserted in the sixth column where political clearance in principle may be required.

For your information, political clearance in principle should be obtained by MOD from FCO in the following circumstances:

(a) Events "in Station" ie those carried out by troops in

the country in which they are permanently stationed. Those which introduce or reintroduce after a stoppage for political reasons:

(i) New forms of training which may have political

implications.

(ii) For the first time, the participation of troops

of any other nationality, other than NATO, SEATO or ANZUK troops stationed in the same country.

(b) Events Abroad. Those which introduce, or reintroduce after a stoppage for political reasons, into any Commonwealth or foreign country:
