Sir George Sinclair That this House congratulates the people and government of Hong Kong on creating in a small space of land devoid of raw materials, a community with the highest standard of living of any country in the Far East except Japan; on rousiving the flood of immigrants who have chosen to live and continue to choose to live in Hong Kong; on dealing with 5 the immense social problems inherent in a population which has increased eightfold since the war; in creating conditions under which the people of Hong Kong have freedom and the opportunity to work and increase their incomes at all leveia; urges the Hong Kong Government to persevere with the 10-year programme which has already produced notable advances in housing, education, medical services, labour legislation, social welfare 10 and partnerstup between govemment and governed: welcomes the assurances of the Prime Minister with regard to the progressive implementation of the ILO conventions : and endorses the need to preserve the goodwill that exists between Hong Kong and China
