SECRETARY OF STATE'S DINNER AT THE CHINESE EMBASSY
1. You will have seen Peking telegram No 178 of 21 March which gives a record of the discussion at Sir E Youde's dinner for the Chinese Foreign Minister on 18 March.
2. I now enclose a copy of FCC telegram No 140 to Peking containing Richard Samuel's account of what passed at the Chinese Embassy's dinner here for the Secretary of State on 17 March. It seems that the affairs of Hong Kong did not figure in conversation on successive nights in London and Peking. I suppose that may be taken as a further indication of the validity of the statement we offer up for possible use in Parliament and elsewhere, namely 'it is apparent that the Chinese do not wish to disturb the status quo over Hong Kong".
