I have been given your name by a colleague in our Nationality and Treaty Lepartment as the most appropriate person to contact in respect of the enclosed memorandum on the Hong Kong Government Office in London.
I believe it would be pointless at this stage to try and apportion blame for this error. I would however be grateful if you would point out to all concerned that there is no question of Hong Kong being granted independence. The status of Hong Kong is a delicate and complicated matter and I should like to suggest that staff simply do not discuss it with the public at all.
