BEHIND HONG KONG'S PROSPERITY

H.E. the Governor Sir Murray MacLehose, during his visit to the Heung Yee Kuk on 29th December 1971 has expressed that the development of New Territories would bring to the people of New Territories new opportunities, new services and wealth. That was the far-sighted ideal of the Governor. The N.T. people was much excited the announcement. After five long years, we wonder whether the Officials in Government have honestly discharged their duties entrusted to them by the Governor!
The real conditions existing in N.T. are that the air and water were much polluted, the beautiful scenaries in villages are ruined. Among the 619 villages that have village offices, (excluding the town area) 80% of them have no water supply, 70% have no street lighting. The Government has announced the plan to improve medical services to a level of 5.5 bed per 1000 population; but in N.T., up to now, there is not yet a fully equiped hospital. Apart from Pok Oi Hospital and Yan Chai Hospital, each with 100 beds, which are run by voluntary agencies with subsiding from Government, most of the other Government Clinics are poorly equip- ed and lack of sufficient doctors. On review the medical services, there is not even 5,5 hospital beds per 10,000 population. The Government has also announced their aim to provide 3 years secondary schooling for all children, but up to now, children
now, children on the Lan Tao Island do not share this benefit, they still have to rush to the ferry pier before down every morning to catch
