1. Lord Goronwy-Roberts has read FCO Tel No 306 to Hong Kong and has commented as follows:-
"Mr Stewart put the matter exactly. The delegation is reputable and spoke reasonably. They have gilded the lily somewhat in speaking to the Press, but in this case while Mr Stewart has promptly put the record straight, it will do no harm to say the least if the Hong Kong authorities get the impression that we are receptive to direct representations of this kind. Please thank Mr Stewart for me."
