99% (ninety nine per centum) of the public revenues in Hongkong accrue from outside the New Territories villages. There is no valid reason why so large a part of this public revenue should be diverted so generously by the Hongkong Government for the so-called "welfare", free housing, free hospitals, schools, etc., for trouble-makers, who in many cases are claiming compensation f or land which they neither own nor rent nor lease.
