The social reform of the New Territories is a long-term programme. In order to succeed, it requires the coordination of various situations, meeting a variety of demands and getting all sorts of help. The New Territories Heung Yee Kuk has already planned this long- term programme, and will certainly continue to pursue this course diligently through and through. It is our primary target that, by the middle of the 1980's, there should be medical and health services, and provisions for secondary education, cultural, recreational and sports activities in every "heung" or group of villages. Every village should have street lighting and be accessible by car or by boat, and every family provided with a reasonable home with drinking water and electricity supplies.

To build up the homeland is a wish shared by the New Territories residents themselves as well as their clansmen abroad. The New Territories Heung Yee Kuk has spared no effort in this direction throughout all these years. By means of discussions, suggestions and criticisms, the Kuk has been prompting the Hong Kong Government to proceed with the overall development of the New Territories. As a result, both town development and rural development are being staged in many areas in the New Territories. homeland is changing every day. Large-scale construction projects are being carried out on schedule in Tsuen Wan, Shatin and Tuen liun, building them up into satellite towns. Construction work of other public facilities is also progressing satisfactorily in other places. For example, double-tracks are being laid for the Shatin-Kwoloon section of the Kowloon and Canton Railway. Castle Peak Road is being expanded into a 6-lane highway. A sporting centre is being planned for Shatin, and music hall for Tsuen Wan. Public Housing Estates are at various stages of planning and construction in Tsing-I, Sai Kung, Silver-mine Bay, Cheung Chau, Tai-0 and Yuen Long are on the Government's list for development. There will be general hospitals in Shatin and Tuen Mun. Hospitals such as: Pok Oi, Yan Chai and Fan Ling, are being expanded. Seven clinics are being built in Kwei Chung, Lei Muk Shue, Tsing-, Tuen Mun and hatin. With the investment of various consortia, buildings for residen- tial, industrial, commercial and tourism purposes are coming up like mushrooms in various parts of the N.T Furthermore, at the suggestion of, and being prompted by the N.T. Heung Yee Kuk, the Government has already included in Public Works Programmes the installation of street lights and drinking water pipes to various villages. We trust that the actual work will be done in due course.
