HONG KONG: PARLIAMENTARY QUESTION: MR HAL MILLER MP

1. Mr Hal Miller MP (Conservative Bromsgrove and Redditch) has put down a priority Written Question for answer on 16 June on the response made to the Heung Yee Kuk's petition concerning the Hong Kong Government's policies in the New Territories of

Hong Kong.

2. Mr Miller is a former member of the Hong Kong Civil Service he resigned from the Administrative Class in September 1968 and a member of the Anglo/Chinese Parliamentary Group. Over the last two years he has asked a number of Questions about Hong Kong, dealing with such matters as the enforcement of the death penalty: the provision of free secondary education, the composition of the administrative grades of the Hong Kong Government service and,

most recently, HMG's policy towards Hong Kong. He takes a particular interest in the advancement of the Chinese population

in Hong Kong.

The delegation from the Heung Yee Kuk (the rural Consultative Council in the New Territories) which visited the UK in the spring called on Lord Goronwy-Roberts on 26 April and presented him with a petition on various matters concerned with the Hong Kong Government's administration of the New Territories. In accordance with Colonial Regulations, the department referred this petition to the Governor of Hong Kong for his comments on 28 April. Hong Kong have not so far replied but have now advised that they will be doing so shortly. In these circumstances it is not possible to give more than an interim reply to Mr Miller's Question.

4. I submit a draft reply which has been cleared with the Hong Kong Government (Hong Kong telegram no. 591 of 14 June).
