Civil List
Mr. Arthur Lewis asked the Secretary of State for Foreign and Commonwealth Affairs whether he will propose to the Commonwealth countries that they make a contribution towards the Civil List on a basis of equitable share of the total costs between each of the countries of the Commonwealth.
Mr. Luard: No. It would not be right to suggest to independent Commonwealth
countries
that they conribute to the United Kingdom-enacted Civil List, the provisions of which are designed by Her Majesty's United Kingdom Government to ensure that the Crown and the Royal Family are able to fulfil their constitu- tional United Kingdom rôle. Other Commonwealth Governments that recog- nise the Queen as Head of State bear the cost of the upkeep of the office of Governor-General, who is the Queen's representative there, and the cost of visits by the Queen in these countries.
Hong Kong
Mr. Hal Miller asked the Secretary of State for Foreign and Commonwealth Affairs what response he has made to the representation of the Heung Yee Kuk concerning the Government's land policy and the development and progress of the New Territories in Hong Kong.
Moscow Visit
Mr. Hugh Jenkins asked the Secretary of State for Foreign and Commonwealth Affairs why his office put out a Press statement announcing that the hon. Mem- ber for Wolverhampton, North-East (Mrs. Short) would be spending Jubilee Week in Moscow.
Mr. Luard: No such statement con- cerning the hon. Member for Wolver- hampton, North-East or the right hon. Member for Down, South (Mr. Powell) was issued by my right hon Friend's Department.

Mr. O'Halloran asked the Secretary of State for Prices and Consumer Protec- tion if he will list the financial assistance provided through his Department in (a) the London borough of Islington area and (b) the Greater London Council area in the financial years 1973-74, 1974-75, 1975-76 and 1976-77.
